Anyone know this movie?
I am remembering a Twilight-like movie on TV back around the 80′s. A man (and maybe a woman too) was catch between seconds in a town. All the people were frozen, and at first, the man didn’t know what was going on. Later they figure out that they are caught between moments ~ and a little girl ~ maybe his daughter ~ is about to be smashed by a truck while riding her tricycle. Since the man cannot move anything that is frozen in time, he ends up cutting the seat belt out of his car and wrapping it around the wheel of the truck ~ turning the wheel and avoiding the girl, when time moves forward. Anyone remember this film?

Returning to the airbase, they are horrified to see their daughter standing in the path of a moving truck and they seem to be unable to prevent her death.
