Is it illegal to video tape a minor without expressed parental consent?

For the past week in my apt complex this neighbor has been filming every body’s children stating they are breaking the law for riding their bikes/scooters around the sidewalks. also last week i gave my friends son a Green Machine ( big tricycle used for drifting) and since then she tapes them everytime they ride it as “evidence”. It is true that in the rules and regulations of our complex prohibits the use of bikes, skateboards, scooters, ect on sidewalk unless otherwise stated by the landlord, which our landlord has made it very clear that children have every right to ride toys out there rather than in the parking lot. so if someone could please answer my question asap with a link that i can print out and show the police so this lady is forced to stop that would help out so much, i hate having to see all the kids cry cause this lady makes a scene and the children are afraid to play outside, also if it helps i live in johnson county kansas

She has every right to video tape anyone out in public. They have no right to privacy outside.
