How do they programme speedometers differently?

eg. Some start at 0 and others only start at 20kph where needle rests(same with tachos-old cable type-some Alfas) others are marked in increments of 20 till 100 kph and then in increments of 30! Is it because theyre Electronic and are programmed?(Some Audis) Also how does bicycle electronic speedometer read your speed if its not connected to anything? Is this the same as the ones in new cars?

A bicycle measures the speed by a magnet on the wheel which is picked up by the sensor.
A car can be measured the old fashioned way with a cable. or with a gearbox sensor ( same idea as a bike ) but in the gearbox. or the most modern way is by using the ABS sensors.
The electronics in the dash can make the speedo needle move. So all electronic speedos can be designed differently
