What is the correct position of the arms while bicycling?

Like others said, go to a bike shop. Sounds like an adjustment problem. Do not be afraid of the frame is the wrong size, well, perhaps, but there are probably some things you can change or adjust before reaching that decision. You can probably switch to a shorter stem, or move your saddle, handlebars different a proper bike shop should help you get a better fit of the bike.
