Safety for the young rider and instilling the rules of the road and cautions about traffic, for the beginner is lesson of vast importance. They will generally learn to ride in the driveway, the sidewalks, and the immediate neighborhood. As they get older and more confident in their riding skills, they venture further away from home.
Teaching them signals for turning or putting signals on their bicycle, will be important for the rider who is venturing into traffic areas. They will need to know how to go with the flow of traffic, how to go through intersections, and how to turn against the on coming traffic safely.
Probably the best teaching method is by hearing, seeing and saying. Drill them on the things they need to remember and have them repeat them back to you daily for awhile. Get on your own bicycle and take them out into traffic to teach visually how to react to traffic and what they should do and when. After the trip, a brief question and answer session about the lesson will help establish the newly learned action into memory.
I found some additional information and have included it here.
